The Pulaski County Circuit and County Clerk is the office that issues every North Little Rock marriage license. The office sits across the river in downtown Little Rock at 401 West Markham Street, Suite 103, Little Rock, AR 72201. The phone is 501-340-8500. Hours are Monday through Friday, 8:00 a.m. to 5:00 p.m.

Terri Hollingsworth holds the elected Circuit and County Clerk post. Pulaski County is unusual because the same elected official runs both the Circuit Clerk office and the County Clerk office. One desk handles marriage licenses, court records, real estate recordings, voter registration, and minister credentials. North Little Rock residents apply at this same desk.

Both applicants must appear in person at the same time. No appointment is needed. Valid, non-expired, government-issued photo ID is required for each party. The drive from central North Little Rock to 401 West Markham is about 10 minutes via the Main Street Bridge or the Broadway Bridge.

The clerk's main site has links for every department and the online payment portal.

How to Apply for a North Little Rock Marriage License

Both parties must come to the Pulaski County Circuit Clerk in Little Rock together. Each brings a valid, non-expired, government-issued photo ID. A state driver's license, a state ID card, a U.S. passport, or a military ID all work. The clerk will also want each party's Social Security number for the state index.

The fee is $60, payable in cash or by credit/debit card. Cash avoids any card network issue. If either party was married before, bring a certified copy of the divorce decree. If a prior spouse died, bring the death certificate. If a past divorce restored a prior name, the decree must list the change so the North Little Rock marriage license uses the right legal name.

Adults 18 or older sign on the spot with no wait. Applicants who are 17 need both parents present to sign a notarized affidavit of consent under Arkansas Code § 9-11-102, and a 5 business day wait applies. If the parents are divorced, the custodial parent must bring the latest court order showing custody. Under § 9-11-103, no one under 17 may get a license except in narrow court-reviewed cases.

Arkansas does not require a blood test. No witnesses are needed at the ceremony, and there is no residency rule. A North Little Rock marriage license is good for a wedding anywhere in the state.

Checklist for the trip:

  • Photo ID for each party
  • Social Security numbers
  • Divorce decree or death certificate if either party was married before
  • $60 in cash or a card
  • Notarized parental affidavit if one party is 17

North Little Rock Marriage License Rules

North Little Rock follows the state rules at Arkansas Code Title 9, Chapter 11. The license is valid for 60 days from the date the clerk issues it. The signed license must be returned to the same Pulaski County Clerk office inside those 60 days, used or unused. A failure to return can bring a $100 fine under state law.

The license itself is good anywhere in Arkansas. A North Little Rock couple can pull the license downtown and then hold the wedding at a venue in Maumelle, Cabot, Hot Springs, or any other part of the state.

Under § 9-11-213, a set list of people can perform the ceremony. Ministers must record their credentials with a county clerk before they can sign a North Little Rock marriage license. The Pulaski County Clerk keeps a searchable minister registry. A quick phone call confirms a minister's status before the wedding.

Covenant marriage is also an option. Act 1486 of 2001, now at Arkansas Code § 9-11-803, sets the extra steps for a covenant marriage license, including premarital counseling and a signed declaration of intent. Couples pick the covenant option on the same North Little Rock marriage license application.

Note: Justices of the peace for Pulaski County are listed on the clerk's site and are often able to officiate marriages for a fee if a North Little Rock couple needs an on-site officiant.

Certified Copies of a North Little Rock Marriage License

Certified copies of a North Little Rock marriage license are $5.00 from the Pulaski County Circuit Clerk. The certified copy has the clerk's raised seal and is what Social Security, the State Department, pension plans, and immigration offices want for a name change or a benefits claim. Online payment for certified copies is available through the clerk's portal at pulaskiclerkar.gov. The clerk cannot email a certified copy because the seal must be on the paper.
